As I recall, Paper Mario was essentially an attempt to cover for the impossibility of seeing Super Mario RPG ever again. Could be wrong, but that's just what I seem to remember.
Yeah, Paper Mario started out as Super Mario RPG 2 early in development (if I'm not mistaken, there's even a debug room in the game that still has the old title on the floor. You'd have to visit The Cutting Room Floor to be sure, though).
Heck, in the Japanese version (of PM), I think there are a few items/locations that share names with items/locations in SMRPG, but these were changed in the western versions, to further distance it from SMRPG.
